Welcome to the Division of Business Services. Our mission is to support the needs of students, faculty and staff while coordinating business and administrative services functions and responsibilities for the Moreno Valley College.
Meet Your Business Services Vice President
Askar, who holds a bachelor's degree in Business Administration from California State University, San Bernardino, began her career at Riverside Unified School District in 2003. In 2010, she transitioned to RCCD, working alongside Aaron Brown, vice chancellor of Business Services. For five years, she served as purchasing manager and in 2015 earned the title of director of Business Services. Askar became Vice President, Business Services on August 17, 2021 after serving in the position as an interim.

Training and Resources
Access helpful information and procedures for business systems at MVC and RCCD, as well as how to you can seek help.
Concur is used to submit travel requests and expenses. Concur can be accessed online from any device using the RCCD single sign-on. Assistance can be requested from Business Services at MVC, or questions about procedures directed to the District Offices by email at purchasingtravel@rccd.edu.
RCCD uses Galaxy to assist with budget management. Galaxy is a web-based software program that does not require installation on your computer, or internal network access. It can be used in most web browsers, though Chrome and Firefox are recommended. Galaxy is accessible through the RCCD Single Sign-On system by selecting the RCOE Apps button in your menu of services.
New accounts and functionality help can be requested through District, but if you need help with account access or password resets, contact the Riverside County of Education (RCOE) Helpdesk at (951) 826-6524.
Closing the fiscal year properly each year ensures RCCD has a good accounting of all financial records. Learn how to do your part with helpful video trainings. Please note that while dates and deadlines change annually, processes and best practices remain the same year to year.

Policies and Internal Controls
Moreno Valley College is committed to upholding strong internal controls to ensure the responsible management of our financial resources. By aligning our practices with the oversight provided by the Riverside Community College District, we support our mission and enhance trust in our operations.
Our internal control system includes several key practices to ensure that financial transactions align with regulatory standards and institutional policies:
- Budget Transfers: All budget transfers are reviewed by the Business Services department and require approval from designated administrators. This process ensures proper alignment with the college's strategic goals.
- Requisitions and Purchase Orders: Each requisition and purchase order is thoroughly scrutinized to ensure requests are justified, properly documented, and consistent with budgetary constraints.
- Contracts: Contracts undergo a detailed evaluation process, including legal review, to mitigate risks and ensure compliance. They are also subject to periodic audits for adherence to obligations.
- Financial Transactions: Financial transactions are closely monitored, with reconciliations performed regularly. This practice ensures accuracy in financial reporting and consistency with generally accepted accounting principles (GAAP).
- Travel Procedures: Travel requests must be assessed, justified, and approved according to established guidelines, with necessary documentation submitted for review.
We maintain a proactive risk management framework that identifies potential financial risks. Regular risk assessments help inform adjustments to our internal controls. Additionally, we engage stakeholders in the development and review of our processes, ensuring that diverse perspectives contribute to financial stewardship.
Moreno Valley College maintains transparency through regular reporting of our college transactions to the Riverside Community College District (RCCD). RCCD, in turn, provides updates to our Board of Trustees and stakeholders. Annual financial audits conducted by RCCD verify the effectiveness of our internal controls, ensuring accountability.
RCCD conducts regular audits of all colleges in the District, providing a critical layer of oversight. These audits assess compliance with federal, state, and institutional policies, helping to identify areas for improvement and reinforcing accountability in financial practices.
